On a Philly property tax site (brtweb.phila.gov) you can search an address to check if your property taxes are in line with others in the neighborhood. You can also see what your neighbors paid for their homes so you have a good idea what to set your sale price at if you're selling. My neighborhood is a desireable area in Philly. But you wouldn't know that if you were looking at the amounts paid for neighboring homes. I asked another neighbor (that's supposedly a lawyer) about this & that's the explanation he gave me. I have no idea if he was pulling my leg. The house he was renting from a friend (or relative) was also listed as bought for $1.

oh, well then they transferred the title and made a bill of sale for $1, people do that on cars as well to avoid paying taxes. and if that is the case you can pretty much assume that they violated a number of laws doing so. maybe they are scamming people as well?
