currently living in NC but I'm looking to purchase my first home in FL and move there in Nov. Would I need to make myself a FL resident first for a certain time period before I can purchase a house to qualify for the $8000 tax credit? or its doesn't matter..

Actually it does matter. If you are not working and living in the state of Florida but purchase a home there, it will not be structured as a primary residence but rather a second/vacation home which will not qualify for the first time buyer tax credit.
It will be my primary residence, planning one buying and move around Nov.
my question was, Does the $8000 have a requirement that one must reside in a State for a certain time period before they can purchase a home to qualify for the tax credit.

Actually I believe I misunderstood. After reading OP's second post I realized what they were asking. My apologies.
OP, no you do not have to reside in the state for any set period of time. It only requires that the home be your primary residence, so as long as the mortgage is structured as an owner occupied and you have not owned in the last 3 years you should qualify (max income requirements may reduce said credit on a sliding scale).
