Ha, I am going against the OP and mentioning some others. Thing is, acting and movies play on our emotions, so one day, depending on how we feel emotionally (and spiritually and mentally) we may say one performance is best, then next day, we would say another, then on another day, someone altogether different, so there isnt really just one but several that stand out as "best" performances. Here they are:

Adam Sandler in "The Waterboy"
Rob Schneider in "The Hot Chick"
Samuel Jackson in "Pulp Fiction"
Consider youself verbally thrashed

I'll go with Spencer Tracy in "Inherit the Wind" Monumental performance and the crowning role of his career. IMO

Don't know about the best but Jack Nicholson still has me ROFL with his characters in The Departed, Anger Management & The Shining.

Although I think the movie itself is overrated, Humphrey Bogart in Casablanca would be my choice. As the movie unfolds, his face never seems to lose the conveyance of a broken heart due to a love that was lost.

Forest Whitaker as Ugandan dictator Idi Amin, in The Last King of Scotland.
