No, not Valley Girl, not Fast Times, not Pretty in Pink & not Say Anything. Those are all popular movies & none of them resemble the plotline per the OP. I'm thinking it's an after-school special type movie, a very unknown movie or the OP may have some details mixed up from their memory.

Who knows, it could be a 70's movie that was shown late in the decade causing the confusion...maybe even older like West Side Story?
