HELP! 80's teen love story title!!

Hi all! I have been trying to find and/or think of the title of a movie I watched in the early 80's. It was a teen love story and the boy was a thug and the girl was a "good" girl. I think I remember them meeting for the first time at a mall, but, of course, their relationship was not permitted by her family. They got together anyway. No, not Valley Girl, not Fast Times, not Pretty in Pink & not Say Anything. Those are all popular movies & none of them resemble the plotline per the OP. I'm thinking it's an after-school special type movie, a very unknown movie or the OP may have some details mixed up from their memory.

Who knows, it could be a 70's movie that was shown late in the decade causing the confusion...maybe even older like West Side Story?
