I have no idea of the name of this movie. I saw it years ago.
It starts with two little girls, twins or sisters in kind of a bushy area singing "Oh my darling, oh my darling oh my darling clementine" A black boy comes and talks to them, then I don't remember if it shows them dead, or we just find out that they had been killed. The little black boy gets blames and put in the electric chair.
Then its years later and the black boys brother is older and possibly a cop or maybe not, but he knew that his brother wasn't responsible and he ended up finding out who really killed them.
Google brings up a movie called Carolina Skeletons. It was a made for TV move from 1991.
The plot sounds the same as what you described:
After a long time in the army, an Afro-American soldier returns to his hometown, where, years ago, his brother was executed for the rape and murder of two white girls. The commando believes his brother to have been innocent and seeks a proof for that, but there are some people in the town who will stop at nothing to hide the secrets of their past.
Edited to add: Just looked it up on YouTube, and and the trailer has two young girls singing My Darling Clementine.
