It's a film where he walks into a bar, shouts, "YEEHAW!!!" while waving a cowboy hat in the air, and then states he'd like to buy a round of Shirley Temples for a group of men sitting at the bar.

I could have sworn I've seen that movie, but I can't remember what it was, and no combination of Google searches is finding it.

wasn't a movie apparently. I've never seen it before, but I guess it was a random outburst in public caught on camera by TMZ.

That does sound like a familiar scene and I keep thinking it is in "Fear and Loathing in Las Vegas"

There's also a scene where he's doing exercises in the confined space of a car.

There's another scene where he purchases snakeskin cowboy boots in order to get information from a merchant, then throws them away after he leaves the store. A local sheriff is interested in purchasing them from the store owner at a discount because they're slightly used.

I've looked on IMDB and nothing seems to match. Argh...

It's kind of driving me nuts, too, because he's such a prolific, good actor, and it sounds so familiar. He's done loads of western-type movies, but what else can you recall?

Did it seem like an '80s film or something much more recent? Any ballpark year would help.

Was he living in his car?

What other actors can you recall?

Was it more of a comedy or a drama/western, what genre would you say?

Did he seem to "carry" the movie, or was he in a more supporting role?

Who were the females, or at least what did they look like/how were they dressed?

It must have been a film based on a time post-1934, after Shirley Temple became popular, so we know it's not a "period" film set in the 1800s or early 1900s, and likely not set in another country.

I believe it was an early or mid 90's film. Also, I thought Sally Kirkland was in it, but it's neither The Player or A Star Is Born, which are the only two films listed as having them together.
