I believe this film was made in the 90's. I only watched a portion of it, but in one scene I saw, Gary Busey walks into a bar shouting "Yeehaw!" and then offers to buy a round of Shirley Temples for everybody. Thereafter, Busey throws a pair of newly purchased cowboy boots away, and after they're retrieved by a shop owner, the chief of police wants to purchase them at a discount because they've been used. And there's another scene where Busey is doing stretches inside a car and passing motorists are giving him strange looks.

Anybody have any ideas as to what this film is called? Gary Busey has been in at least 100 films so it's a rather daunting task trying to narrow down the possibilities.

Was it 'Rough Riders?' Although released in '97, and a miniseries, I think I remember him in a scene like you describe.

(Walken-Busey for 2020---Because if we're going to go for bat$hit crazy, let's at least make it highly entertaining!)

Wild Texas Wind (TV Movie 1991) - IMDb


It was early '90s, but doesn't sound like a comedy, though he could have been something like this before he started showing his true colors. Never seen the movie, so I don't know.
