I've always like the Black Panther but it feels VERY rushed.
Rushed how? The Black Panther character was created over 50 years ago. His movie is coming after much "younger" characters. I'm sure this movie was in the works before the appearance in Captain America.

I know the character has been around for a long time but I doubt that in was in the works before Captain America came out. DC is rushing to catch up with Marvel and Marvel seems to be rushing to stay ahead of them.
DC has 20 years on Marvel in the CBM game. The problem was the idiots at WB in those days only wanted to make Superman and Batman films. Now those idiots are gone, but clearly the conference room at WB isn't completely idiot-proof because the highlight of Wonder Woman — the No Man's Land scene — almost didn't make the final cut. The mind boggles!

According to Stan Lee this has been in the works for a long time. This interview is from 2014.
"In the works" can mean "on the slate," "on the drawing board," etc.
Preproduction like didn't begin before 2015.
True, but that doesn't mean Marvel rushed this through in order to keep up with DC. The intention to make the movie and having the official greenlight happened independently from anything happening with DC.
