In a post on the official Star Wars website, Lucasfilm said it will use "previously unreleased footage shot for Star Wars: The Force Awakens" in order to include Fisher, who passed away in December 2016.
The only thing about that is that I thought that she had aged pretty significantly between the two years between Episode 7 and Episode 8, and they will be using footage of her from two years ago.

Well, Carrie Fischer's biological brother wanted them to do a Carrie Fischer CGI like they did in Rogue One, which I think would have been better, but Kathleen Kennedy didn't want that.
I was trying to find the scene where Leia was in the blue dress in TFA because I had kind of forgotten it, but I found this. Also, go to the 2:17 mark if you want to skip to that scene:
But how much unused footage do they have of Leia in that blue dress? Also, what could she have possibly said in Episode VII in the unused footage that will be relevant in Episode IX? Same thing with the unused scenes when she's wearing her military outfit.

If they can digitally insert an 18 year old Carrie Fisher into Rogue One, I'm sure they put an age appropriate Carrie Fisher in Episode IX. The technology is the least of their worries. How about a good script this time?

I doubt they're doing better than Rogue One's Tarkin, though, and a CGI Leia would come under much more scrutiny.
And since we know the script hasn't been written, they can write her role around the footage that they have.
