I didn't understand part of the plot, and was just wondering.

SPOILER

The bank robbers chose to threaten the British Government, with releasing the photos to the media, unless they get what they want. But this causes the Government to retaliate and track down the robbers, kidnap them, torture them, etc.

Why didn't the robbers just release the photos to the media right away, without any warning to the government? Cause if they did that, the dirty secrets the government were trying to protect would be all out in the open to the public, and therefore, the government would have no reason to come after the robbers, to keep their secrets a secret, since the secrets would no longer be secrets anymore.

So why didn't the robbers just do that, unless I missed something?
