Watching the Hobbit and LOTR, it occurs to me that one of the properties of the Ring of Power must be that it can magically resize itself.

It is worn by Smeagol/Gollum, Bilbo and Frodo and by Sauron, and of course it is coveted by everyone.

But does the book or any of the exposition in the movie speak to this ability?

Not sure about the movie, but there is definitely a line in the books explaining this. Not only can the Ring change size, depending on the wearer, but sometimes it seems extremely light while at other times almost unbearably heavy.
