Default Need title of song (80's - 90's era)

It's a mid-tempo electronic song that sounds very similar to Depeche Mode's Policy of Truth. It has the sound of traffic (perhaps a car horn) sampled in it. It's a great song; pretty popular back in the 90's; sounds just like Depeche Mode.

I think it has the sound of a trucker horn blaring every 30 seconds or something ... it's very much like a Depeche Mode song; in fact it could be by Depeche Mode. It's sounds like trip-hop too.
