Groups that were outside of the mainstream were new wave. The eighties were dominated by Madonna, Micheal Jackson, Prince, George Micheal, Boy George and ended with Hair Bands. Arguably some groups did top the charts and could still be called New Wave Kim Carne's Betty Davis Eyes comes to mind. I used to call new wave cleaned up punk but still not ready for prime time

The real 80s new wave was somewhat underground at the time, college-radio and club based (in the US coasts at least). Actually it started in the late 70s but was mostly dead in spirit by about 1987.
The real spirit of new wave was applying reggae, ska, showtunes, dance, 60s lounge (heck, pretty much any style) in a post-punk oft-synthy environment. It was trying very hard to be modern, new and different (including dress, image and stagecraft), and IMO it was the most truly creative era in pop music history.

Yeah , by the time the record industry got wind of what was happening in small venues, it was practically over . When the police became popular actually alternative rock was happening in small venues . people like 10,000 maniacs.
