By how much you like it (in general).
I would say the 60s first - specifically the late 60s. Mainstream music was never better with acid/psychedelic rock, bluesy rock, folk, a bit of funk.etc.
Followed by the 90s, when I grew up, with some great pop and alternative stuff.
I won't rank music by the charts. Mainstream music sucks. But due to the interwebs, access to any type of music makes the past 15 years just about the best IMO. But I still think the 90's are overall the best. Due to some great stuff making it mainstream. If this decade keeps going the way it is it may over take the 90's. I think last year was a stellar year for music.

1) 1980s (I love new wave and synth pop.)
2) 2000s (Love the new wave comeback but hate emo.)
3) 1970s (Disco is alright.. don't particularly like it but don't hate it either.)
4) 1990s (I HATE grunge. Ironically, this is the decade I grew up in.)
5) 1960s (Don't know much about music back then)
1975-1984 was probably my favorite decade, with '79 & '80 tying for first place. And no, I'm not trying to be a d*ck, just measuring decades in a different, more personal way.
1) 80's (synthpop, new wave,...)
2) 90's (explosion of electronic music)
3) 60's (the Beatles)
4) 70's (prog rock, punk, disco, soul, funk)
5) 00's (the Great Mix of Styles)
