I'll take Meatloaf. Though I only like about one song from each. Two out of three and Maggie that's about it for both. Of the two, I prefer "Two out of three ain't bad."

Rod Stewart has had way more hits than Meatloaf. Stewart had the Faces, his early Americana period, his pop rock disco era, and more recent old classics era. Meatloaf has really had only one essential album, Bat out of Hell.
So it's really not close.
I do really like Meatloaf's "You took the words right out of my mouth (Hot Summer Night)" track though, maybe because of the long spoken intro, the song has been less celebrated than it should be.
Plus, Stewart was the rock star's rock star, had a million hot girlfriends and seemed to enjoy the ride. Meatloaf was/is an Average Joe with fitness issues and a political mean streak.
I really like "Paradise By the Dashboard Light". Very clever in many respects.
Rod Stewart certainly had a much more successful career, although he didn't have a role in "The Rocky Horror Picture Show".
But I really liked Rod with Jeff Beck when Beck went solo.
"Stay With Me" by Faces is a really great tune.
"Maggie May" is classic.
Your OP looks like it might be asking specifically about their singing voice, and even then I think I probably lean more towards Rod, though not by as great of a margin if that is the only criterion.
Having seen Rod do his thing first hand, I have to pick him. He was tireless, generous, and ever concerned about giving us in the audience a good time.
Both Stewart and Meat Loaf are great in what they do. In my opinion, I would choose Stewart.
