I like both of them too. To me though, Dylan is just in a league of his own- and Lou isn't far behind.
It could definitely be argued that Paul Simon is "on the same level" as Lou, but for me it's just a personal preference of Lou & Velvet Underground (and some of his solo stuff) over Simon & Garfunkel (or solo Simon.)
As for Bolan, although I like him, I don't consider him to be quite as much of a top-notch songwriter as the other three. He certainly was good, but the others are actually great imo. Of course his untimely death didn't really allow him to make as much of an impact as they did over the years, so there's that too.
Yes alot of ppl didnt like it when he did that...... I havent really ever listenend to that stuff... I love the stuff he did in the 60s the ultimate most......
I agree that Dylan is in a category unto himself, followed by Paul Simon, Lou Reed, and Joey Ramone. Also on this list should be:
Carole King
Neil Diamond
Randy Newman
(Although I agree that Randy, as great and significant as he is for songwriting, isn'treally a rock star)
It really is a crime that they didn't include Aaron Freeman (Gene Ween) on the list. He's easily as good as- if not better than- most people who were mentioned. The man is a great singer and songwriter. His versatile vocal stylings and weird subject matter, as well as proficiency in a wide variety of musical genres, is truly impressive. I can't say that I'm surprised by the omission, though- Ween is one of the most underrated bands ever.
