This is "Twisted Nerve" by Bernard Herrmann. It was used by Quentin Tarantino in Kill Bill, but is originally from the late '60s shock horror movie Twisted Nerve, starring Hailey Mills, of all people. The tagline of the movie: "Cleaver. Cleaver. Chop. Chop. First the mom and then the pop. Then we'll get the pretty girl. We'll get her right between the curl." Quentin has the good pop taste to reference the song, but I think they did a certain kind of creepy a lot better back then.
