We were in MB over the weekend and once again, I was waiting for the green arrow before making a left hand turn at an intersection and.... it never happened.

It looks like there are turn arrows on the traffic lights, but I've never seen them working... what's up with that?

I have noticed that too. I think they are only functional during heavy traffic (rush hour). Otherwise, if they are off, you just go with the green light after a gap in traffic coming the other way.

I have seen this too at a few intersections. The arrow will only come on if 3 cars are in line. You can look at the lane and sometimes see the sensor and stop over the sensor to get the arrow. You might get funny looks stopping 15 ft from the stop line but hey you get the green arrow.
