Our oldest daughter plans to move in with us in our North Naples condo. She is currently a VA resident but will be renting out her VA condo and residing in Naples. She wants to obtain Florida residency (DL, car registration, voting, etc.). Does she/will she need any proof of living at our address to start the process? Do we need to, say, put the electric bill in her name or something like that? Or can she just start by getting an FL DL with our address?

The focus needs to be more on being sure that VA will treat her as a non resident. Becoming a resident of a state is easy (money coming in). Getting out of residency in the prior state is the hard part (money going away). There is plenty of litigation where someone claims FL residency and their former state says....not so fast.....pay up your income taxes.

Your daughter needs to go see a tax advisor familiar with VA residency rules to be sure she is out for good (except the rental property and its ultimate sale will likely still be in the VA tax net regardless of residency). That, more than anything, will guide on what absolutely must be done in FL.

I agree that more of the issue will be with VA than with FL.

An easy way to get "proof of address" would be for you to "lease" or "rent" your home to her. I did this when living in my in-laws condo for a few months while my home was being built. It could be for zero dollars, that's not what the DMV cares about. They just want the name, the address, and that it's a valid document.

The second one can be auto insurance which she will need anyway to title the car.

That will get her a Florida DL (will need other documents like SS# but she should have all that anyway already)

Then she can title her car in FL and register it.

Everything else flows from the Florida DL.
