Cookeville again
I have to agree with Irishfan, possibly because my wife and I just bought a home in Cookeville for many of the issues/reasons he listed and you appear to be looking for. With a pop of 30,000 or so it's small town, including a nicely restored town square area and downtown, a well recognized university (tntech.edu) which covers both social sciences and technical areas, a growing regional hospital and an amazing array of eateries - put in I expect to support the univ., hospital and the fact it's just about 1/2 between Nashville & Knoxville on the I40 where the major North South 111 intrastate intersects. Walmart saw the need to put in 2 super Walmarts - a sure sign of things to come. The demographics are good, the weather is moderate year round and the folks are friendly. The trip to Nashville airport is just over an hour, about the same as I currently face getting LAX from Riverside, CA - difference being the terrific scenery vs. 60 miles of city-scape and dead looking crusty mountains (when they're not burning or slipping due to mud slides) I currently face. The university AND local high school have world class music programs and the university ihas a strong in engineering branch. A real nice place to leave SoCal for.

My wife and I bought about 35 miles from Cooksville. Great town.
We are alittle closer to Chattonoga in Spencer, but think Cooksville is a great place. We are building right outside of Falls Creek State Park.

Sumner County
Hey! A great place to consider would be in the Sumner County area. I would suggest Hendersonville as the best place for your needs. The population is about 50,000 but it really has a smaller town feel to it. It has its own hospital and plenty of outpatient offices. The retail and restaurants are great. Sumner is the fastest growing county in TN but the cost of living is still very low. Vol State Community College is located here. The school system is great. There is still plenty of cheap land left so you could buy 5+ acres for a very reasonable price. The park system is huge and well maintained. Overall the people and area are fantastic.

Actually, Rutherford County is the fastest growing county in TN with a pop of just under 250k. I'd say it would have been a great choice for small town life 10 years ago but all of that has changed honey. If you don't like traffic, noise, endless shopping, recreation, or anything else a thriving metro carries with it do not move to Murfreesboro. I have lived here all of my life (21 years) and remember when you could play out in the street safely, now my house is surrounded by McDonald's and sprawl. If you're looking for a small town go to Spring Hill, Mt. Juliet, Lebabanon, Gallatin, etc. Those are excellent choices.
