I live in Hardison Hills, as far as I know there are no "bad areas" in Franklin. The new city police station is opening up a few blocks away on the corner of Columbia and 9th AVE South at the end of this year, and the Sheriff's Department is just a few miles in the other direction. If you're not afraid of some exercise you can walk to the historic downtown area (downs does not have a sidewalk, the other roads do though), it's mostly restaurants and one off shops that will go out of business though.
Yes, the houses just past the trees can be considered a poor area, but in the time we've lived here (since the place was built) we've not had any crime except teenage vandalism a few years ago.
