It depends on who you ask. It is in the Council Lady's interest to encourage divisions along those lines, so you are getting a lot of references to race.
The truth is that there are African American voters (both long-term and new residents) that support Jamie and African American voters that support Pam.
At one point, Pam was a relatively decent Council member. She worked well with neighborhood groups, attended meetings, and worked with residents to meet their goals (she was never very good with communication, though). It is interesting to note that the majority of the people that she recognized in 2005 as working hard to improve District 5 (see
RESOLUTION NO. RS2005-) are no longer among her supporters.
Having worked closely with the Council Lady in the past, I can say with authority that she stopped being an effective representative for this district towards the middle of her first term. I can't tell you why and I won't speculate as to why. All I know is that she stopped being responsive to her constituents' requests for assistance and she started advocating for business owners and landlords that don't live in the neighborhood rather than for 5th district residents.
Yes, District 5 has improved a great deal during her time on Council. Unfortunately, a lot of those improvements have taken place in spite of our Metro Council Member rather than because of her.
