It could be due to the presence of the person with the camera. It's worth noting that very often, the mother will leave the pup for up to 6-8 hours at a time to look for food. When I worked for a wildlife agency in Alaska and the Pacific Northwest, there were continual instances of well-meaning citizens "rescuing" seal pups which they believed to be abandoned, but were not.
