Tim,
What you call large multinational oil companies are not the BIG DOGS in the oil business. Exxon/Mobil, Conoco-Phillips, Chevron and other corporations have shareholders and it is possible for citizens in many countries to buy shares in those businesses.
The really HUGE PLAYERS in the oil business are the oil companies owned by governments. Countries like Saudi Arabia, Iran, Kuwait, Dubai, Iraq, Russia, Mexico, Venezuela, Canada, the United Kingdom and the Dutch. There are NO ROYALTIES paid on oil from those Government owned going into the pockets of citizens, unless it is going to corrupt politicians.
Royalties are paid on every barrel of oil taken from under United States land. A large part of those royalties are paid directly to land owners and if the oil is taken from Government land the royalty money goes into the U.S. Treasury or in some cases State Treasuries (Alaska for one).
Will we ever be able to produce 100% of the oil needed in the USA domestically? No. However we could keep a lot of that money here in the USA by producing more domestically. I heavily invested in Alternative Energy and have been for several years. So far I have taken a heckuva beating on those investments. Nobody wants to see alternative energy become a large part of our energy than I. However the same people that have been calling for a reduction in OIL have put stumbling blocks in the way of Wind, Nuclear, Ethanol and even Solar. I suspect their true agenda is the destruction of our economy.
