Really depends on where around Papillion or Elkhorn you are living... are you in the corporate limits of a town or are you in an SID... big difference... read through this other recent thread for a quick fyi on SID vs town conversation:

Assuming you are in the corporate limits of town then a general answer is Papillion would be cheaper.
97% of the levy is School, City, and County... the comparative levy for those 3 is below... the remainder is a bunch on little stuff like community college, NRD, ESU, etc... not a major enough component to change the comparison.
1.900943 PAPILLION (with NO wheel tax)
1.20 for Papillion/LaVista School District
.405139 for City of Papillion (lowest of all city levies in the metro area)
.295804 for Sarpy County
2.05244 ELKHORN (PLUS wheel tax)
1.30 for Elkhorn School District
.480040 for City of Omaha
.272400 for Douglas County
