I've lived in Wyoming for 4 years, Laramie and Nebraska 17. If I had my choice, Wyoming. Taxes and insurance are sooooooo much more affordable. People in Laramie I found were fantastic. Small town feeling yet had all the amenities of large town. Windy? Nothing like Western Nebraska. it's hot, humid and windy all at once for days. In comparison, yet Laramie was somewhat windy but it had a coolness about it. Nebraska humidity can cause allergies to flare, sweat when it's only 8AM and yes tornadoes. But you can usually get away from them and you have advance notice. Don't move to a different state from Wyoming...just move to a different town. Wyoming is pretty big and you've got lots of different environments to choose from. Laramie was close to the big cities (2 hrs from Denver, 1/2 hr from Cheyenne) close to mountain living (1/2 hr from Snowy Range). You've got it all right there.
