Something to keep in mind is not just the size of the town itself, but also the retail area
around that town. Ie, those of us who drive to larger towns to get services and goods we can't find at home.
North Platte serves a pretty small population. The town itself is 25K or thereabouts, but the surrounding trade area is far more sparsely populated than the area around GI, Kearney and Hastings.

It's really not a fair comparison.
Frankly, I've always liked North Platte. And, I tend to think anyone who lives in a city with 24K other people and can't find anything to do must be just a little bit brain dead... I live twelve miles from a town of 300. I've never had
any trouble finding anything to do.

And has been for several decades. lol
We were in the mall in Rapid in August, walked down the hall to Target, and were baffled to find it gone. It's been in that mall for at least 20 years that I know of.
However, I see that they've just relocated to a store in the new Rushmore Crossing project... Ie, Rapid still
has a Target.
