Does the NV state department of water resources keep track of failed water well drilling attempts? i.e. no water found at all (down to 1,000 feet) or property owner stopped at x00 feet because of expense?

They exist as drilling reports. I would believe they are public records. How ever whether they are available in any searchable data base is a different issue and I doubt it. The local well drillers will also know. In many of the basins there are very few misses. You do get well failures caused by moving sediment levels and such...but they are relatively rare.

Talk to the Nevada State Engineer if you want an authoritative answer. Main office in Carson City but there is also a reasonable office in Las Vegas.
