YOu are always going to lose this discussion. It is well established that driving is a "privilege" and not a "right". Therefore the state can make whatever rules it wishes about cars and their equipment.

The individual has the right to conform or not drive.

Nope. Very well settled law. The states can make whatever regulations they wish as to driving. They cannot prevent one from using the highways...but they can require whatever they like as long as they do it uniformly.

As to the cost of a GPS I would think less than $20 if integrated into the car. Note that virtally all cell phones have one nowadays.

The infra structure to collect the info and deal with it would cost a bundle.

You might be able to integrate it into the cell phone system cheaply.

The GPS road tax system adopted in Germany is for commercial trucks, not passenger cars.

Actually if you are going to do it that might well be a good way to start. Integrate a weight sensor.

Big payoff with much lesser infrastructure needs.

Well, the point I was really making is Germany hasn't made it past the privacy issue. The Dutch have approved a GPS based road tax system to be implemented in 2012. Motivated by the move from the Dutch, the German transport minister suggested that Germany should expand their system to resemble what the Dutch have proposed. He was roundly criticized by the German public and has since moderated his stance.

I would think we would actually have very little trouble with this. We have always been pretty open about automobiles. Never have fully understood why...but it does seem well established at this point. Kind of an expanded version of the fast trac systems used on toll ways in various places.

It actually works pretty well. My wife's car had a gps tracker with a radio transmitter in it for some years in LA and initially here. She would get lost and I would call her up on the computer and give her instructions from wherever she was.
