I agree. It is a nice place to visit.
However, the name of "Gardnerville" is a wide area. It encompases a wide range of housing prices. For example, there's the Ranchos that has rentals and less expensive housing tracts. Then, there's Chamber's Field are that runs on the low end around 500K but quickly runs through the 1MM and higher prices for beautiful homes on acerage.
A healthy town always needs a wide range of neighborhoods to provide housing for people of all income brackets. A McDonald's worker can't afford the 5000 sq ft ranch on 20 acres and the welathy retiree doesn't want to live in a 1200 sq ft duplex. They each need a place to live, and the "Gardnerville" area will provide it.
Each of these areas will attract a certain kind of person with certain life expectations. Everyone can make their own parallels or assumptions based on their own experience and expectations. Maybe there's been an expectation mismatch for you.

Wow, all I can say is that I don't see it and haven't experienced it. It all comes down to finding what you expect or selecting a neighborhood where the residents might be more inclined to such activities. It happens everywhere and, if somebody expects to find it, it will find them. If someone doesn't want to find it, it generally won't come looking for them.

the health care systems are the worst I've ever seen

It's absolutely not my experience. I have my general physician in Douglas County and another one in Carson City/County. They're great guys and I have full confidence in their abilities!
However, if someone is expecting the Mayo Clinic, they will have to fly back to Rochester, Minnesota. If they want UCLA Medical Center, they'll need to live in the L.A. basin. If they want Scripps Clinic outside of La Jolla, California, they'll need to move down there. However, that'll go for any place that's not a center of research no matter what part of the country they choose to live.
Many people here have chosen to live here for various reasons and have found the regular medical treatment to be fine. I know I have. I expect all of them have a similar outlook as me, where we know we will need to seek out teaching hospitals for advanced or rare problems not covered by the the typical cardiac, internist, or other similar-type physicians. Again, it's going to be that way for any place that's not in to the big teaching or research facilities.
The variable that may come into play is insurance. I have great Blue Cross coverage. I suppose if someone doesn't have insurance, they might be limited on physicians, but I don't have that perspective.

and the road systems here are terrible(takes 30-45 mins just to get to Carson City only 15 miles away)

All I have to say is, ahhhhhhhhhh baloney. I suppose if someone wants an 8 lane highway, like they'll find in major metropolitan areas, then they will be disappointed. It's not here.
This is a rural-esque area that's not too rural or too far from bigger amenities. Personally, I hope I never see an interstate all the way into the Minden/Gardnerville area. I could see it ruining the quality of life we have down here.
The drive up US395 from Minden north, which is the 15 miles you quoted, is a 65 mph drive for at least 10 miles. It's a 4 lane (2 each way) US Highway as you know. In fact, traffic tends to travel at bout 70 mph. It slows to 55 mph in north Douglas County and then you hit the south end of Carson City with town speed limits.
That 65 mph is will have a person covering the first 10 miles in a little over 9 minutes. That gets them to the WalMart, HomeDepot, and Trader Joes in a very quick drive. From that point forward, it's all Carson City. Depending on where you want to go in town, the additional time is all up to the person, but it's not accurate to characterize it as being an onerous drive.
In fact, from Minden I get to the mall in the south end of Reno in exactly 45 minutes. It's at Virginia Street (US 395) and Mt Rose Highway. That's a drive that takes me from MInde, through Carson City, through Washoe Valley, and into the beginning of Reno. From my perspective it's not a bad drive and I'm able to live worlds away, but minutes close, to a regionally bigger city.
The other streets in Douglas County are 2 lane rural county roads through farmland with fields of summertime alfalfa or grazing cattle. That's what makes things nice down here. It's not a rush-rush congested metropolitan area.
I have also never ever seen the drive into Carson City being congested, except perhaps for the Hot August Nights car show time of year. That's what you get for living in an area with a tourist draw. Every other time it's a nice drive that moves well. The rural roads are the same, but if you expect them to move at highway speeds, it won't happen. They're 25-45 mph-type speed limite roads. They're meant to be that way.
It appears that if such things don't meet someone's expectations, there's many other places that will provide a more satisfactory environment. Some place can't be everything for everyone. That's the way it worked for us as we traveled the country looking for a place to settle. We found it here, but we also know others that found their places elsewhere.
It's obvious that there are some reasons, I suspect some that are unspoken, that have made you unhappy with this area. Maybe there's an "elsewhere" for you that will make you happy.
I don't mean that as an insult. In fact it's far from such a thing. It's simply a reality that I experienced before I found my "elsewhere." I can see how I would have written something similar to what you wrote, before I was able to call Minden home.
In the meantime, perhaps there are some positive things you can see about this area that might make the rest of your tenure more enjoyable. I know that's what I had to do, simply for my own mental health, so that I could endure before finally escaping from my own little rat race. I think if you try hard enough, there's probably a lot that you can find of value for yourself, as well as others.
