Can anyone shed some light on this for me. I have been in NH for almost 5 years now and am really confused on people passing turning automobiles on the shoulder (right side) of the road. I cant seem to find in the State regs if this is legal or not. Is it allowed here? The reason I ask is see people do it all the time even with law enforcement officials in site. I feel now that if I DONT pass a vehicle on the shoulder and just stop and wait, that I will cause an accident. Plus the pucker factor goes up 10 fold when you are the car turning.
Forget it.....after contacting my local police department they gave me a copy of the code that says yes you can. I'm shocked that is allowed. Talk about danergous.
Which section of the chapter is the rule located? Is this strictly for a 2 lane road in which the person in front of you is waiting to turn left? I'll be moving up there next month and would like to know what the rule says...I don't want to be the person everyone is honking at!
What is dangerous about going around someone stopped? I agree dipping a tire or two onto a soft shoulder could be dangerous (mostly for the car). But if the pavement allows going around a stopped vehicle, why not?
I figured it was legal because most people just drove around a left turning car and I just followed. There are a few places where the right side pavement has been extended to facilitate this maneuver. It is also acceptable to stop behind the turning car but you will also be passed on the right.
Warning! If you are stopped and signaling for a left turn TURN LEFT! Deciding to go straight could result in a collision.

People driving on the shoulder to my right confused the heck out of me when I was new in NH. I got over it after a while, but I still cannot get over how fast some people drive on shoulders, treating them almost as driving lanes.
I live in OH and planning to move to NH. Just read this post out of curiousity.
Ironically, I did just this a few years ago in OH. A car in front of me was stopped making a left hand turn and had his turn signal on. I cautiously, began to pass him on the right (this was a 2 lane road with wider lanes to allow for parking on the curb). As I was along side of the guy, he guns his engine and turns a hard right....right into me. Ugh! He actually took off, then decided to pull over (as I was sitting there taking down the plate number).
He did get cited. He also did not have a driver's license and was driving an uninsured car. Lucky me huh?
People do it and yes it is both legal and dangerous. Every once in a while someone will pass on the shoulder and not notice pedestrians walking toward them out on those country roads. All I can say is be careful out there.
How is this dangerous? i do this ALL THE TIME. Clearly I look to see if there are people in the shoulder and check to make sure I can fit my entire car on the pavement when doing this, I don’t see how this is an issue, why should I sit there and wait for this guy to get an opening in traffic when I can safely go around him?
What I find to be more dangerous is the over courteous drivers who stop to let people in to moving traffic forcing everyone behind them to jack up their breaks unexpectedly because someone decided to be nice and let someone in, meanwhile being inconsiderate to all the people behind them who actually have the right away...
