On the subject of local and State police SWAT teams: "When your only tool is a hammer, all your problems look like nails."
Kids climbing on the roof of a middle school? Call out the SWAT team! Farm runoff seeping into a creek? Call out the SWAT team!
Somebody says they heard somebody say they thought they saw someone with what looked like a gun? Call out the SWAT team!

I'm surprised no one has explicitly pointed how this "free" vehicle will undoubtedly cost the city plenty of money over it's lifetime. Money for scheduled maintenance, training, and repairs. It probably doesn't amount to much until the vehicle gets old and "needs" to be replaced.
