The system is changed occasionally...but this is what I remember..you have to rep 20 members before repping them again. There's another message...too much rep given within 24 hours try again later. You can rep 25 times within 24 hours. Wow, this is confusing, isn't it?!
Not sure why you can't rep someone you've never repped before. My multi-quote button didn't always work until I changed my IE settings...wonder if that would have the same effect on the rep button?!

I think it's Superboy's fake Kryptonite. It was sold as a novelty, so it's not held under false pretenses...we know it's fake. However, it seems to have an addictive side effect to some users.
