klmac, first of all, congratulations to the graduate.
I spent 35 years in the midwest and the last 7 here in Manchester (otherwise affectionately known as "Manch-Vegas".)
Manchester is generally pretty safe and you will likely feel that way in most areas. The most notable "less safe-looking and feeling" neighborhood is what New Englanders will describe as "behind the Verizon Arena". That translates roughly to east of Union, north of Valley and south of Lake. There is another very small pocket of "lsl" just west of the highway and south of Granite.
As for the highway, you may not know that while I-93 proper runs near the eastern edge of the city limits, its companion loop is called I-293 and circles around and up along the more western edge which is actually where the downtown area is closer to. Given the nominal traffic you could traverse the entire loop in probably 15 minutes. If you're looking to commute to a job outside of Manchester, using 93 or 293 would be similarly easy.
I say that because while the Wellington Hill area mentioned is clean, new stuff right off an exit, there is stuff right smack downtown, just north of downtown in 3 flats and then a whole raft of the typical "complexes" on all 4 sides of town. Access to the highway sytem is nevermore than 5 minutes just about anywhere you pick.
