Diatomaceous earth It suggests treating lawns, borders, etc. but I know it does dissipate with rain. There's also a note about spraying but I don't know how that would work out. If you are diligent with the powder in spots where mosquitos congregate, they must pick it up on their feet and I have seen them lots of times landing on grass, possibly for water or smaller prey.
