Personally, I'm happy to see our tax dollars being used for something worthwhile. I'm tired of dodging junk on the interstate.
WMUR had this story a couple days ago as a local story, and they've re-posted it on their website today as one of those national "Vuz" stories. The link you included has a better photo than WMUR had, though. The photo I saw was cropped and cut off the bottom of the vehicle... I thought it was to hide the license plate, but now I see the license plate isn't even visible, as it's covered by that wheeled basket filled with loose crap! The situation looks even worse in this photo!
I also find it interesting that the vehicle apparently did not have a valid inspection sticker.
Some of the comments to the Yahoo article are hilarious, too.

It doesn't look properly secured, at all. There are items that are completely loose and there is no way that such a high pile of individual items is properly secured by ropes. It is also blocking the driver's views.
They were driving down a major interstate highway, presumably at 65 mph or faster. As an aside, the rear license plate is completely covered, and as the article mentioned, the vehicle was not inspected.

Another article quoted the state trooper as saying that visibility was impaired. There is a hand truck on the driver's side, stuff covering the rear window, and an extension ladder along the right side windows.
Again, there are items that are clearly completely loose. Every item in the wheeled cart on the back is just sitting there. And, I do not believe that loose items piled so high that they double the height of the vehicle can safely withstand shear forces unless they were truly expertly secured, which does not appear to be the case. The police seem to agree. (And according to the WMUR initial article, as the trooper and tow truck were escorting the van off the highway, an item fell off. Interestingly the load was apparently secured with electrical cords and rope.)
I am curious - if you found yourself driving behind this van on I-93, would you change lanes?

As crazy as the initial story seemed, I feel bad for this guy. I don't see why the media needed this follow-up story (particularly about his yard and complaints related to that), basically shaming him.
