New Hampshire believes in not spending money for government services. Clearing highways, like staffing town fire departments, is secondary to not spending money.

The state of New Hampshire spends $5 billion a year. Considering the state's debt has been ranked at around $20 billion, it has spent $20 billion too much. Highways are almost always clear and there are plenty of firemen.

About 80% of fire departments in NH operate as call or volunteer departments, the rest are town funded.

If your town doesn't staff the local fire department adequately, get involved in town politics, or move to a town which has higher taxes. Your choice.
