Default Contractor failure to perform within one year

I have heard that in NH, if a repair contractor fails to fulfill the terms of a contract within one year, any materials left behind at the work site (including tools) become the possessions of the owner of the premises being repaired.

Any idea where this info would be available, other than at an attorney's office? And what actions the site owner must take to gain ownership of the materials?
