Default Kindergarten in Exeter

We will be relocating to Exeter mid July and our daughter will be starting kindergarten in August. I know there is only half-day sessions and I am wondering why there are not any options for before or after care (correct me if I am wrong). I would like to work full time once she starts school, but I don't see that happening if there is no care available AND if there is no bus service for that before or after school care. We are contemplating just having her go to private kindergarten to avoid this issue.
