buck naked.....the reason your vehicle passes is because it is a 95' it does not need emissions to pass 96 and newer do but yes if the engine light is on it will fail but it could be something as simple as tightening your gas cap or even just changing the oil and most of the time the light will go out but you could also go to like advanced auto or vip and places like that and they will read you light for free and tell you what codes come up then they will give you a couple ideas of what it could be and that is all free of charge your better off to get it read so you know if it is something serious of something as stupid as just having to get your oil changed

VIP? They might read the code for free. They also might take 1-1/2 hrs to do it because they will also "inspect" your engine, tires and anything else they feel like so they can report back to you that your vehicle requires $700 worth of work immediately that only they can do. For your own safety of course.

Find a friend who has one of those devices for reading codes so you can figure out what it is yourself.

By state law an inspection location is not allowed to pass any car with an engine light on. To regulate this they hook your car up to a state wide computer when they do the inspection, this means the inspector isn't allowed to pass or fail at their discretion because they are being watched by the state. Normally you can go in, have them turn the light off, and they will tell you to come back at ~50 miles to get a pass. I've done this in the past, hope to never have to deal with it again.

If the code starts with a letter then zero like P0501 then that means itis a required government fix if it starts with a letter and one like P1501 then it is just an issue that is recorded but not required to be fixed to pass.

Probably. The plastic outer cover of the bumper is cosmetic, as long as it is not falling off, a crack should not be cause for failure:
