Everyone has different tastes. Taking a vacation in a place is very different from living there. I have been to or lived in both places and you will always find a mix of nice/rude people in every town, in every city, every state and country in the world. I think you should bite the bullet and spend at least one month in a place before making such a huge financial decision... better to spend a few thousand dollars and not like it ...then 30K and not like it. Sun vs Snow.. just depends on the person.
