I got their intro letter recently which guarantees 10-12%
savings on electricity over PSEG. This seems rather easy,
is there any reasons not to switch? They also offer a $75 or $150 Target gift card depending on a 16 or 30 month option.

So far Frank is the only person I know of that has switched to an independent on here. I looked into another carrier and found out that compared to Atlantic Electric I would save a little in the summer, but spend more the other months, making the independent actually cost more.

I think the key as far as I have seen is to compare their offered contract rate to what your current summer rate is as well as what your winter rate is. I think a lot of them are offering the 10% or so savings versus the summer rate, which actually makes their winter rates more expensive. At least this is how the contract ones seem to work. This is why I think they are putting on such a push now to get people to lock in.

Does anyone know of another company that works with PSEG that has lower rates?

This site can get you to a list of residential providers to compare.

Board of Public Utilities | Shop for Energy Suppliers

I've thought about switching, but am nervous to pull the trigger.

I switched to Gateway Services or something. So far it has been cheaper every month (about 6) except for the last month where it was $2 more than if I had PSEG. If it is more than PSEG next month I will switch again.

Is $10.69/hWh a good rate to go with?

I locked into Constellation Energy a while back. They are now owned by Exelon. I locked in electric at 9.6 cents/kw-hr. My contract is up in two months, so I'm shopping around. It looks like rates are up a bit for electric. However, gas prices appear to be falling like a rock. You need to look into rates and trends to see if you'll save money or not. I did have Gateway before I had Constellation and I never received one of the gift cards I was promised. For that reason alone, I opted to leave them after my contract expired. Good luck!
