The 2 months you worked in Delaware, did you pay NJ state tax? $500 is a big difference. Check your numbers again.

Yes Delaware took out income tax. For what ever reason nj also took out $1.

I use Turbo Tax so I am not familiar with H&R online. Have you tried filling out the online form for NJ online? Remember, you need to credit the city wage tax taken out from Philadelphia as other jurisdictions. You can't use the standard credit for other state because PA should not have collected state tax.

Yes.

I used to filed NJ online via their website. I don't anymore cause it's just easier for me to do it via TurboTax for a bit more. Easier to maintain my filings.

For most wage-earners in NJ who work full-time in Philly, the Philly wage tax credit (for taxes paid to other jurisdictions) covers what they would have owed NJ. But not for all. My accountant just did our taxes, and we didn't owe NJ anything. (Actually got a tiny refund from NJ because I also have a part-time job in NJ in addition to my full-time Philly gig.) Since the software has you owing $500, it would be worth it to have your taxes looked-over by a tax professional.

I have the same situation and I only pay the Philly Wage Tax.
