So i cannot keep my car on the street between 2Am and 5Am for some reason.

Is it alright to keep my car out there during the day?

yes but if you are near a "village" or train station or school, it's likely 2 hr max. Check your signs. And the reason for the no overnight parking is that many streets would be lined with cars belonging to apartment dwellers whose buildings have no parking and it makes snow, trash, and street cleaning a mess. I played the "alternate side" game in NYC for too long.
