Maybe Darlington County Park in Mahwah. It's been a long time since I visited, but they have a sand beach and a couple of lakes.

I can think of a few private lakes, then there are the ones that used to be a few decades ago. Some of the lakes are just for local residenst while others are open to all. I remember a State park lake up in Swartswood too, also Spruce Run, Round Valley, etc.

Sherpard Lake in Ringwood State park is very toddler friendly. It's free to swim you just have to pay parking per car $5

Yeah I just found about shepherds lake at ringwood, it is further than darlington park but gosh darlington is so expensive! $15 per person! What is the sand, gold?! Btw on the weekends Shepherds lake costs $10/ per car still much more reasonable price than darlington.
