In the state of new jersey how can you find out if someone has a criminal record and has been arrested? Do I have to pay, is there any way around paying?
Use of the NCIC systems outside of official use is prohibited and could involve criminal charges. So that's out. In fact it cannot be used for application uses by municipal and county agencies.
There are pay services. They are expensive and i have no idea if they are accurate. The state will allow an individual to obtain their own records through fingerprints. Third parties cannot request those records except by certain non-le govt. agencies and legal representations.
I need to look up how many times a certain individual has been arrested and I want his record because I know something is up and I want to see for myself. What ways do you recommend that are accurate and where I have to pay nothing or only a small amount? Any way I can do it through going to the county capitol where this person lives or state or what?
Most states have online access to the inmates that are in their prison system with a felony conviction. First thing to do is GOOGLE "New Jersey Department of correction inmates" . For misdemeanors you will probably have to go to various County Attorney or City Attorney websites of place where the subject has previously resided. Some of these website are available to the Public free of charge or for a small fee ($25 or less). Each state and city has different rules so it will take you lots of time.
At the newspaper we have always used Intelius.com. I think it's $39 for a full background check. There are volume discounts for employers, news agencies, etc. But if it's that important to you, should be worth it.
You can use the DOC website, Offender Search to see if they've ever done time in one of our prisons, for free.
If they have small level, county offenses, it won't show up and you'd have to pay to find that out.
or you can befriend someone who works for the state.....they may or may not have access to they state arrest records. but that is definitely not legal. im just sayin....

Some counties also have free access to current/past prisoner records. I know Monmouth County and Ocean County both have this access.
