Maverick's suggestion of shale gas may be a possibility, especially if the area has shale veins running through the area. shale gas is nothing more than the effluent of biodegradation of the shale over time.
I know you said it is not vegetation or mulch. However, since the was heavily wooded prior to the build out, do you know the types of trees that were in the forest before the houses were built? I'm thinking that, if they were mainly pine trees, you may have a fair amount of acidic biomass which may be causing the smell.
