The main flaw is not with the stats but your interpretation of them.
Suppose you put half a dozen olympic milers on the track with half a dozen junior high runners. The pros all finish in under 4:05 and the high schoolers all run over 5:00. The difference between the guy who comes 6th and the guy who comes 7th is
not the same as the difference between the guys who come in 5th and 6th (the 5th and 6th guys are very closely matched, and the 6th guy is much better than the 7th).
Likewise with your town rankings -- the worst town in the crime rankings could have much higher crime rates than the 30th town from the bottom, whereas the middle 30 are probably indistinguishable. That difference of "only 35" you cited is probably a factor of somewhere between 3-10 times as many homicides.
