I agree with just living in downtown JC altogether, but on his budget thats cutting it REALLY close, downtown JC is almost as expensive as west manhattan...
OP I think the ideal town outside of Jersey City for you would be Kearny.
It's still very urban, and sandwiched right between JC and NWK, but is much quieter and family oriented, just as youre looking for. It is also home to several great schools, public and private.
From Kearny, you can use the Harrison PATH station, and take the PATH (if youre not familiar with that yet, you can basically just sum it up as the subway, connecting Gateway area NJ and Manhattan, $1.75 one way.) to the JSQ station, and transfer to the Pavonia station which is on Washington Blvd.
That commute altogether is just short of 20 minutes long.

Apartment there costs around 1200 for a nice one. If I plan to go by car I can get monthly parking for $340 ..
Please let me choose from the above places ... Based on my priorities - Good neighborhood, less commute and good schools...
Philadelphia, where the OP is moving from, is much higher in every single crime category than Jersey City is, per capita. Jersey City is much safer.
The crime rate for "Philadelphia" is about as meaningful as the crime rate for "Jersey City" -- it's an average over several vastly different neighborhoods. But there are some important differences.
One difference is that Philadelphia is about 6 times the size (in terms of land area). So the usual argument about different neighborhoods is even more applicable here. Another difference is that 1000-1300 actually buys you a spot in the better neighborhoods in Philadelphia. What can you get for 1000-1300 in Jersey City ?

Well those are nice towns and all, but if you actually think paying $280 a month to commute to Jersey City is decent, you should take another look at my suggestion.
If you live near the path line you can get DIRECTLY to washington blvd by train, and the monthly unlimited for PATH is only $54.
In Kearny/Harrison I would average the rent out to be $900 for a good solid 1 BR, and the monthly rates for the parking garage at the Harrison PATH station is something like $70 a month, significantly less expense than youd deal with living in those towns mentioned...

There are a few apartments or small condos near the PATH station. The area itself is being transformed into a City within a City. There are a ton of apartments in the older section of Harrison.
^ that, there's apartments everywhere, but these are mostly "retail" apartments as I call them, and I've never seen one in the area (except in Newark) that is any less than $1000/1br.
There used to be a magazine called El Diario available in the area, that featured multiple "non retail" apartments (basically more residential, individual owned) apartments from like $600/1br up to $1000. Of course that was in spanish, but you could figure it out, so I would go into a local store and check for that, like the newsstand by the PATH, or the Quikchek in Harrison and ask if it's still available.
Lastly, both towns speak more english than spanish, so dont be afraid to ask around. I dont really know of any specific buildings though, there is a nice, small apartment building that was just built behind the PATH Parking Garage though, check into that as well.
I would recommend JC Heights because it is very safe, schools are improving (compared to PA) and a wide variety of transport is available when needed. You can rent a nice 1-2 BR condo converted house in the Heights for 1-1.5k

Read the local papers, talk to long timers, it's not "very safe". Its more like "Ok".
