As for Bergen, what are some towns in northern bergen county (NOT including the 'highlands' region) with LOW taxes? I am talking about everything from Paramus to Oakland.

Also, what are some towns in Morris County that offer safe, convenient living that aren't in the boondooks and still within the Wayne-Oakland area?
Paramus
Mahwah(relatively)
Englewood Cliffs

Those all have low taxes for the quality of education and other public services. IT's due mainly to the amount of corporate headquarters and other commercial business located there.

Outside of that go to Bloomingdale,Wanaque or Butler. All very close to Wayne and since property taxes seems to be all you are interested in theirs are very low.

I am interested in a. overall taxes plus b. safety and environment.

That is why I want to know towns in Northern Bergen County that are, overall, the most affordable + towns nearby in the Wayne viscidity with the same.

For Englewood Cliffs, it's worth keeping in mind that the taxes are low because the town is zoned for englewood public schools which absolutely no-one (in englewood cliffs) uses; the low taxes reflect near-zero spending on education, and if you have kids that would otherwise have used public schools the tax savings will be balanced (or overwhelmed) by private school tuition.

edit: in terms of environment, it's basically Alpine but "just" rich instead of extremely rich.
